Eyes up, not in
When someone runs, an officer has two bad options: go after them around a corner they can't see past, or let them go. Dove is a third. It keeps eyes on the person from 20 to 30 metres up and tells each officer where they are, relative to that officer, over the radio.
It never goes in alone and it never acts on anyone. Every decision about the person stays with the people on scene. Its whole job is that nobody goes in blind.
